Interim Medical Center Director
Ms. Delancey has been asked to serve as Interim Medical Center Director effective June 26,2017
Ms. DeLancey has been employed by the Veterans Health Administration (VHA) for the past 27 years. She began her career in 1988 at the Stratton VA Medical Center. During her time at the Stratton VA Medical Center she served as the Director of Education and also served as the Executive Staff Assistant to the Medical Center Director. Ms. DeLancey joined Veterans Integrated System Network 2 (VISN 2) in July of 1999 where she served as the Lead Health System Specialist, Chief Learning Officer, and Acting Chief Operations Officer in the VISN 2 Network Office. Ms. DeLancey was appointed as the Deputy Network Director (DND) in 2011 for VISN 2 VA Health Care Upstate New York. As the DND, she directed organizational changes for the VISN and set priorities in the development of the operating platform.
Ms. DeLancey served as the Interim Network Director from April 2014 – December 2015 for VISN 2. As the Interim Network Director, she was responsible for the leadership and management of an integrated health care network that included the Albany Stratton Veteran Affairs Medical Center (VAMC), Western New York (WNY) Health Care System (Buffalo and Batavia), Syracuse VAMC, Canandaigua VAMC, and Bath VAMC, along with twenty-seven (27) Community Based Outpatient Clinics (CBOC) as well as two outreach clinics located in northern Pennsylvania.
Ms. DeLancey was appointed as the Deputy Network Director for the newly merged VISN in July 2016. New York/New Jersey VA Health Care Network (VISN 2). The health care organization serves over 500,000 Veterans in upstate New York.

Chief of Staff
Dr. Farber was appointed Chief of Staff of Albany Stratton VA Medical Center in Albany, New York in January, 25, 2017, having held the position as Interim Chief of Staff since July 1, 2016. Dr. Farber graduated AOA from Downstate Medical School in Brooklyn, New York. She is Board Certified in Ophthalmology and has been Section Chief of Ophthalmology in VA since 1993 and ACOS for Education since 2002. Dr. Farber is also a Professor of Ophthalmology at Albany Medical College and has been the ophthalmic pathologist at Albany Medical Center since 1993. She has served as the Program Director of the Ophthalmology Residency Program at AMC from 1994-1999, a board director on the American Board of Ophthalmology from 2002-2009 (Chair 2009), a member of the ACGME Ophthalmology RRC from 2003-2010, and a counselor for the American Academy of Ophthalmology from 2003-2009. She was elected President of the Association of VA Ophthalmologists 1998-2000 and President of the American Association of Ophthalmic Pathologists in 2007-2008. Dr. Farber has been a member of the Surgical Advisory Board for Ophthalmology for the National Surgery Office from 2009-2016, which she also currently chairs.
Dr. Farber continues to mentor and teach AMC ophthalmology residents in the VA eye clinic and has received recognition as “Teacher of the Year” for 1995, 2000 & 2004. She has initiated and implemented programs contributing to the enhancement of graduate medical education. Dr. Farber has a keen interest in medical simulation training, writing written and oral examination questions, and the development of lifelong learning programs.

Associate Director for Patient/Nursing Services
Deborah Spath, MSN, RN, was appointed Associate Director for Patient/Nursing Services at the Albany VA Medical Center in Albany, New York in April, 2003.
A native of Albany, Ms. Spath is a graduate of Albany’s Russell Sage College where she received her Bachelor of Science in Nursing. She continued her education, attaining her Master’s Degree in Nursing Administration.
Beginning her career as a Staff Nurse at the Albany VA Medical Center, Ms. Spath has continued her professional tenure through her dedication to service, the Albany VA Medical Center and Veterans. She rose through VA ranks, serving as a Nurse Manager, and eventually, a Performance Manager. Furthering her service to veterans, Ms. Spath accepted a position as the Associate Director for Performance Management for VA Healthcare Network, Upstate New York. Ms. Spath returned to the Albany VA Medical Center, where she now serves as the Associate Director for Patient/Nursing Services.
